“Anyone” can produce cannabis

Norbert Eilenbecker has been growing industrial hemp for 25 years in Kalborn, near Clervaux. On 14 hectares, with his partner André Steinmetz and 15 people, his company Cannad’Our harvests more than a ton of dried flowers a year and seeds in summer to make oil, tea … and for about ten years, from CBD extract. “I was the first in Europe,” he says. Citing the strengths of hemp (CO2 fixation, fiber, insulation), Norbert Eilenbecker sees it as “the plant of the 21st century”.

So when the government spoke about the legalization of cannabis, a strain richer in tetrahydrocannabinol (THC) with psychotropic effects, the former milk producer followed the case closely. Justice Minister Sam Tanson finally announced Friday that each household will be able to grow four plants at home. The penalties for possession of less than 3 grams will be reduced (fine of 25 to 500 euros compared to 251 to 5,000 euros) without registration in the criminal record. Beyond that, the person will be considered a dealer and zero tolerance remains behind the wheel.

“Some will stop quickly”

While the bill is expected in early 2022, Norbert Eilenbecker believes that it would first be necessary to “define the authorized level of THC. Three grams at 1% or 27% have nothing to do with it ”. For him, producing cannabis at home or on his balcony will be “within everyone’s reach”. According to him, one square meter could be enough for four floors. “You find small greenhouses with light and fertilizers that produce almost automatically,” he says. The seeds would be easily found on the Internet and it would be possible to make “three harvests a year and, with four plans, to have flowers all year round”.

People will try, he says, but “as with CBD stores, some will stop quickly.” However, Norbert Eilenbecker would have liked the government’s plan to go further. “It is easy to say that we are going to legalize, but less”, he admits, before stressing “that allowing production in hectares would lower prices and reduce crime.”
