COVID-19: Overview of the World Vaccine Obligation

PARIS | If a vaccination certificate is required for certain categories in a growing number of countries, very few in the world impose compulsory vaccination on all adults, like Austria, which announced such a measure on Friday from February 1, 2022.

General description, not exhaustive, of the obligation to vaccinate against COVID-19 in the world:

Required for all adults – an exception

Very few countries require vaccination of their entire adult population. This is the case for two authoritarian states in Central Asia, Tajikistan and Turkmenistan, one of the few countries that has not reported official COVID cases.

In Turkmenistan, the obligation appears to have entered into force, as 73% of the population had already received at least one dose by the end of August, according to the WHO. On the other hand, Tajikistan is, despite the obligation, only 29% of vaccines for the first time on November 14.

The vaccination obligation is also in force in Indonesia, but not in practice due to the lack of vaccines. The country still injected at least one dose to almost half of its population (49%).

At the Vatican, a February 2021 memorandum makes the vaccine a must-have for the inhabitants of the world’s smallest state and the employees who work there.

A French territory in the South Pacific with extensive autonomy, New Caledonia has made vaccination mandatory for all adults and travelers since the end of December.

Obligation for certain categories

Vaccination obligations for certain professional categories have multiplied around the world.

In the United States, President Joe Biden announced on September 9 mandatory vaccinations for some 100 million workers, federal government officials and private sector employees. Contested in court, on November 6 the new regulations regarding employees of companies with more than 100 employees were suspended.

In France, it has been applied to hospital staff, nursing homes, firefighters, ambulance workers and home helpers, since 15 September, but not to police officers.

In Greece, vaccination became mandatory for nursing home staff on August 16 and for caregivers on September 1.

In Italy, health workers have been forced to get vaccinated since the end of May and staff in nursing homes since October 10.

In England, nursing home workers have been asked to be fully immunized by mid-November and public service carers from April 2022.

In Latvia, employers can put unvaccinated staff members on “forced leave without pay” and then fire them after three months. The vaccination obligation does not forgive elected officials who will be excluded from their functions and deprived of their emoluments until they are vaccinated.

Hungary, where vaccination is already mandatory for caregivers, opened the way at the end of October for that of employees and civil servants.

In Slovenia, on the other hand, the Constitutional Court suspended at the end of September the decree that obliged civil servants to be vaccinated.

Kazakhstan ordered mandatory vaccination of most employees in contact with other people in early July, and Ukraine made it mandatory in October for teachers and civil servants.

In Equatorial Guinea, vaccination is mandatory for all officials, students and anyone who physically approaches an administration.

Zimbabwe warned in mid-September that officials who refuse to be vaccinated must resign.

In Canada, federal officials must be vaccinated, as well as all travelers who board a train, plane or boat. Vaccination passport is required to enter public places.

Obligations imposed by companies

A growing number of large companies require some or all of their employees to provide proof that they have been vaccinated.

This is particularly the case in the United States for CVS pharmacies, Chevron oil company, Disney, and Goldman Sachs bank.

In Australia, the Qantas airline requires vaccination of all its personnel.

It is not mandatory, but almost

In some cases, vaccination is not mandatory but obligations or restrictions for the unvaccinated are very dissuasive.

In Saudi Arabia, vaccination is mandatory to enter public and private establishments and to use public transport.

In Italy, school and university staff and students must, if not vaccinated, present a proof of a negative test every other day.

Being vaccinated is necessary from October 18 in the Dominican Republic to go to all closed places, and for public transport.
