With many advantages in terms of location, policy, investment and promotion of science and technology development and innovation, Quy Nhon City, the capital of Binh Dinh (Center) Province, is the preferred location for national and international scientists. Many research units have been established here, such as the International Center for Interdisciplinary Science and Education (ICISE), Center for Scientific Discovery and Innovation, Technological Innovation Park (TMA Binh Dinh IT Park). To date, ICISE has hosted over 5,000 world-renowned scientists for research and professional exchange, including several Nobel Prize winners.
In May 2019, Binh Dinh Province, the Vietnamese FPT group, and scientists discussed plans to set up an artificial intelligence (AI) center in Qui Nhơn. The latter will become the core of digital learning and will develop AI products on the Central Coast.
The province also wants to build a dynamic and efficient ecosystem of innovative start-ups by establishing a network of advisors to promote the spirit of entrepreneurship and innovation among young people.
Improve the quality of human resources
In May 2021, the Binh Dinh People’s Committee signed an agreement with McKinsey & Company and FPT Group to develop provincial-level planning to become the economic center of the Central Coast. It is planned to establish a high-class artificial intelligence research and development center in Southeast Asia and an experimental scientific center for the latest technologies.

The desire to make the city of Quy Nhon a center of scientific and technological research is not just a plan on paper, but is “realized” day by day by the efforts of local authorities, scientists and business.
Dr. Nguyen Huu Le, general manager of TMA Solutions, praised the choice of Quy Nhon to develop the regional and global science and technology research center: “I hope that many Vietnamese and foreign companies will invest in the development of a number of information technology, science and technology centers data center in Quy Nhon, making it the leading research center in the region.”
TMA Solutions partnered with the Department of Mathematics and Statistics at Quy Nhon University to recruit students for internships. The latter then become key employees of this company. In addition, the latter is collaborating with many universities at the Center to roll out student education programs to meet future needs for high-quality human resources.
Learning Center for Mathematics
During a working visit to Binh Dinh on April 2, Professor Ngo Bao Chau, Scientific Director of the Vietnam Institute for Advanced Study in Mathematics (VIASM), emphasized that Qui Nhơn has really favorable conditions for the development of scientific research, in particular applied mathematics. This city is also one of the three main centers of teaching and research in mathematics in the country.
Open Mathematics Festival – MOD 2022 was organized last April by VIASM in cooperation with the Department of Education and Training of Binh Dinh Province and Quy Nhon University. This event is the culmination of a key national mathematics program for the period 2021-2030,” said Le Min Ha, CEO of VIASM.
This program provides for the establishment of the Faculty of Mathematics and Statistics of Quy Nhon University to make it one of the three mathematical centers in the region and play a central role in the research, application and advancement of mathematics. According to Dr. Do Ngoc My, Rector of Quy Nhon University, mathematics will help solve practical problems at macro and micro levels, linking scientific disciplines, creating a bridge for solving personnel issues for localities and enterprises.
“By leveraging the strengths of education and basic sciences, we want the industry to develop in a sustainable manner. Using the connection of basic sciences, such as mathematics, will create a good basis for applications in many fields, such as digital transformation, information, data science, artificial intelligence,” said Dr. Do Ngoc Mi.
Contributing to the future generation of scientists, Hung Thinh Group, in cooperation with Ho Chi Minh National University and Qui Nhơn University, awarded 16 scholarships (VND 20 million each) to good mathematics students in early April under the “Mathematics and Artificial Intelligence Talents Incubation”. This program with an annual budget of VND 5 billion is designed for five years, from 2022 to the end of 2026.
With the determination of local authorities, Quy Nhon brings together the resources of large companies such as Hung Thinh Group, FPT, TMA Corporation… and the participation of leading national and international experts and scientists. This coastal city not only has the potential to become a popular destination in Asia, but also aspires to become a world-famous science hub.
